The results of the third edition of Ranking of States on Support to Startup Ecosystems were released by Piyush Goyal, Minister of Commerce and Industry, Consumer Affairs, Food and Public Distribution, and Textiles . About the ranking : The Department for Promotion of Industry and Internal Trade ( DPIIT ) has been conducting the States ’ Start - up Ranking exercise since 2018 . This exercise facilitates states on the basis of ease of building a start - up and doing business . The participants were evaluated across seven broad reform parameters . It comprised 26 action points ranging from institutional support, fostering innovation and entrepreneurship, access to market, incubation support, funding support, mentorship support to capacity building of enablers . States and UTs with a population of more than 10 million are ranked separately from those with a lower population . UTs and states are classified into five categories based on their performance in the survey . They are : I . Best Performers II . Top Performers III . Leaders IV . Aspiring Leaders V . Emerging Start - up Ecosystems Best Performers : Gujarat and Karnataka emerged as the Best Performers in a category of States . Meghalaya won the top honour among UTs and North - eastern ( NE ) States . Top Performers : Kerala, Maharashtra, Orissa and Telangana got the Top Performers award among states, Jammu & Kashmir emerged as the Top Performer among UTs and NE states . Leaders category : Assam, Punjab, Tamil Nādu, Uttarakhand and Uttar Pradesh were adjudged the winners in the Leaders category among states; Andaman & Nicobar Islands, Arunachal Pradesh and Goa bagged the Leaders honour among the UTs and NE states . Aspiring Leaders : Chhattisgarh, Delhi, Madhya Pradesh and Rajasthan were declared as Aspiring Leaders among the States . Chandigarh, Dadra and Nagar Haveli & Daman and Diu, Himachal Pradesh, Manipur, Nagaland, Puducherry and Tripura were the Aspiring Leaders from the UTs and NE states . Emerging Start - up Ecosystem : Andhra Pradesh and Bihar from States category and Mizoram and Ladakh from the UTs / NE States were clubbed under the Emerging Start - up Ecosystem . The call for mentors for the Mentorship, Advisory, Assistance, Resilience and Growth ( MAARG ) portal was also announced during the event . The portal has been developed with the idea to create a tool for start - ups in India . It can be accessed from every corner of the country for requesting and connecting with a mentor .
