Statement (C) follows (A), letting us know that one of these theories was offered by the British in 1937 and rejected by the Palestinians already then. Statement (D) tells us about the first theory of Zionism which was hardly 50 years old and was already offered by the new British occupiers of Palestine and thus concludes the passage.
