The erstwhile rural housing scheme Indira Awas Yojana was restructured into Pradhan Mantri Awaas Yojana- Gramin (PMAY-G). PMAY-G came into effect from 1st April 2016. Objective is to provide pucca houses to all who are houseless and living in dilapidated houses in rural areas by 2022. ● The target of Housing for all to be achieved in 2 phases: ○ To achieve “Housing for all” by 2022, the number of houses that need to be constructed is 2.95 crore. This is to be achieved in two phases. ○ 1st phase (2016-17 to 2018-19): 1 crore houses to be constructed ○ 2nd Phase (2019-20 to 2021-22): 2.95 crore houses to be constructed ● Financial assistance provided for the construction of houses: ○ In plain Areas, financial assistance of Rs. 1.2 lakh is given. ○ In hilly states/difficult areas /Integrated Action Plan (IAP) for Selected Tribal and Backward Districts, financial assistance of Rs. 1.3 lakh is given. ○ It includes the assistance of Rs. 12,000 for the construction of the toilet under Swach Bharat Abhiyan. ○ The unit size is 25 sq.m including a dedicated area for hygienic cooking. ○ The beneficiary would be facilitated to avail loan of up to Rs.70,000/- for construction of the house, which is optional. ○ Funds will be released in 4 instalments directly to the account of the beneficiary. ● Salient features: ○ Identification of beneficiaries: Based on the Housing deprivation parameter as per the Socio-Economic Caste Census (SECC). ○ Role of Gram Sabha: The list of beneficiaries as per SECC has to be verifi ed by Gram Sabha. ○ Funding pattern: the cost of unit assistance is shared between Central and State Govt. in the ratio 60:40 in plain areas and 90:10 for North Eastern and hilly states. ○ The beneficiary is also entitled to 90 days of unskilled labour under MGNREGA. ○ Empowerment of women: Allotment of the house is made jointly in the name of Husband and Wife.
