    NEP recommends that the Department of School Education should only be involved in policy making and overall monitoring, but not in regulation of schools. The educational operations and service provision for the public schooling system will be handled by the Directorate of School Education In addition, it recommends setting up of an independent State School Standards Authority (SSSA) in each state. It will prescribe basic uniform standards for public and private schools. Further, it proposes grouping of schools together to form a school complex.  The school complex will consist of one secondary school and other schools, Anganwadis in a 5-10 km radius It emphasizes on ‘light but tight’ regulatory approach that mandates full public self-disclosure of finances, procedures, course and programme offerings, and educational outcomes
