Several state governments enacted legislation to abolish the zamindari, jagirdari, inamdari, and similar intermediary tenures. This eliminated the layer of rent-collecting intermediaries and, in many cases, vested ownership rights in the cultivating tenants, giving them occupancy rights directly vis-a-vis the state. Statement II is incorrect. While land ceiling laws were enacted across Indian states from the 1950s onwards, their implementation has been widely criticised as incomplete and ineffective. Surplus land identified for redistribution was far less than anticipated due to loopholes (such as benami transfers, divisions of land among family members, and exemptions for plantations and certain land uses), weak enforcement, and legal challenges.
