External Affairs Minister S Jaishankar and Defence Minister Rajnath Singh held the second India - Japan 2 + 2 Foreign and Defence Ministerial Meeting in Tokyo . India has the '2 + 2' ministerial format of dialogue with very few countries, including the US, Japan, Australia and Russia . Key takeaways from 2 + 2 meet : Commitment in the " Partnership for a Peaceful, Stable and Prosperous Post - COVID World " made in March this year . The meeting also concluded on the note of their commitment for a free and open Indo - Pacific . The Ministers further expressed their commitment to continue bilateral and multilateral military exercises including Dharma Guardian and Malabar .
