In the passive voice, the sentence structure focuses on the object receiving the action, followed by the past participle of the verb and (optionally) the agent performing the action introduced by "by." In sentence 2, "The town" is the object receiving the action of being destroyed, "was destroyed" is the past participle of the verb, and "by a Tsunami" explicitly names the agent who performed the action. This follows the typical passive voice construction.
