This project was launched by the <strong>Ministry of Food Processing Industries<\/strong> (MoFPI) in November 2018. The scheme was announced by the then Finance Minister, <strong>Mr. Arun Jaitley<\/strong>, during his speech while presenting the Union Budget of India for the year 2018-19. The scheme was inaugurated on the lines of \u2018Operation Flood\u2019.\u00a0<\/p>\n\n\n\n<p>Operation Greens was initiated with the idea of improving the availability of <strong>Tomato, Onion &amp; Potato (TOP)<\/strong> crops while also improving their production and supply. TOP crops are counted among the regular food commodities throughout the country but due to a sudden decline in production in 2017-18, this scheme came into existence. Thus, the idea of introducing this scheme is to maintain stability in the production of these crops.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image\"><img decoding=\"async\" src=\"https:\/\/lh6.googleusercontent.com\/v2lEse1g4DlvUseZd4yikNmN6qseyNWIwCjlQmWDAdyCsl1Nx6AVPSLyVPAxrtYKT4NKt1kwJLLiKs4oxptC8VPF3cSpWj6Q2SL5S5r_D__YyrwOPPJaieDdcRnbPDhPbNoYApua=s0\" alt=\"\"\/><figcaption>Operation Greens Scheme<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Operation Greens: Budget Allocation<\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>Rs 500 crore has been allocated to the \u2018Operation Greens\u2019 scheme with an intention to promote Farmers Producer&#8217;s Organizations (FPO), agri-logistics, processing facilities &amp; professional management of the agricultural produce.<\/li><li>Out of the total allocated fund, Rs 50 crore was reserved for the purpose of price stabilisation for <strong>\u2018NAFED<\/strong>\u2019 (<a href=\"http:\/\/www.nafed-india.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">National Agricultural Cooperative Marketing Federation Of India<\/a>).<\/li><li>Under the Operation Greens scheme, <em>no funds have been allocated state-wise\/crop-wise<\/em>, as it is a \u201cdemand-driven scheme\u201d, and various projects are approved only depending on the number of applications that are received for setting up such projects in various areas.<\/li><li>Thus far, \u20186 projects worth project cost of \u20b9363.30 Crore\u2019, with grant-in-aid of \u20b9136.82 Cr, targeting 31 Farmers Producers\u2019 Organizations in 6 \u2018production clusters\u2019 have been sanctioned.<\/li><\/ul>\n\n\n\n<p><a href=\"https:\/\/pib.gov.in\/PressReleasePage.aspx?PRID=1744337\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Click here<\/strong><\/a> to know more about the total funds allocated under the Operation Greens Scheme since its inception.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Operation Greens: Objectives<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\"><li>To increase\/expand the production, supply and availability of the TOP crops.<\/li><li>To stabilize the prices and make these TOP crops available in a smooth and easy&nbsp; manner without any \u2018<em>price volatility\u2019<\/em>.<\/li><li>To aim for \u2018price fixation\u2019 and ensure that the farmers get suitable prices for their produce and do not have to bear any losses.<\/li><li>To expand the reach of these TOP crops to each and every household in India.<\/li><li>To develop a connection between the farmers &amp; the consumers while aiming at an organized way of marketing these crops.<\/li><li>To provide better resources to the farmers such as modern warehouses &amp; cold storage facilities to decrease post-harvest losses.&nbsp;<\/li><li>To also double the income of farmers by the culmination of the year 2022.<\/li><\/ul>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>*Note:<\/strong>\u2018Price volatility\u2019 refers to the fluctuations in the prices of any particular commodity.&nbsp;<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Operation Greens: TOP to TOTAL Scheme<\/h2>\n\n\n\n<p>The <strong>Ministry of Food Processing Industries<\/strong> (MoFPI) recently decided to extend the \u2018Operation Greens Scheme\u2019 from TOP (Tomato, Onion &amp; Potato) to TOTAL (all fruits &amp; vegetables) as a part of the <strong><em>Atmanirbhar Bharat Abhiyan<\/em><\/strong>.&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The extended scheme was approved on <strong>June 10, 2020<\/strong> and the guidelines were released on <strong>June 11, 2020<\/strong>.<\/li><li>The plan of extension was initially done on a \u2018pilot basis\u2019 for a period of six months from the date of notification (June 11, 2020), to test the viability of this new idea.<\/li><li>According to the budget announcement of 2021-22, a total of <strong>22<\/strong> <strong>perishable commodities<\/strong> have been included in the extended scheme so far including shrimp.<\/li><\/ul>\n\n\n\n<div class=\"wp-block-group\"><div class=\"wp-block-group__inner-container is-layout-flow wp-block-group-is-layout-flow\">\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>Objective&nbsp;<\/strong><\/td><td><strong>Eligible Crops<\/strong><\/td><td><strong>Eligible Entities<\/strong><\/td><\/tr><tr><td><br><br><br>To stop the fruits &amp; vegetable growers from selling their items due to post-harvest and post-lockdown losses.<\/td><td><strong>Fruits: <\/strong>Mango, Banana, Guava, Kiwi, Litchi, Papaya, Citrus, Pineapple, Pomegranate, Jackfruit;<\/td><td>-Food Processors,<br>-FPO\/FPC,<br>-Co-operative Societies<br>-Individual farmers,<br>-Licensed Commission Agent<br>-Exporters<br>-State Marketing\/Co-operative Federation<br>-Retailers (engaged in processing\/ marketing of fruits and vegetables).<\/td><\/tr><tr><td><\/td><td><strong>Vegetables:<\/strong> French beans, Bitter Gourd, Brinjal, Capsicum, Carrot, Cauliflower, Chillies (Green), Okra, Onion, Potato, and Tomato.<\/td><td><\/td><\/tr><tr><\/tr><\/tbody><\/table><\/figure>\n<\/div><\/div>\n\n\n\n<figure class=\"wp-block-table\"><table><tbody><tr><td><strong>*Note:<\/strong> <em>Perishable commodities<\/em> are the ones that are likely to be decayed or spoiled in a very short span of time and require refrigeration.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Operation Greens: Financial Assistance&nbsp;<\/strong><\/h3>\n\n\n\n<p>The Ministry of Food Processing Industries will provide a subsidy to the growers of fruits &amp; vegetables at the rate of 50% of the cost incurred on the following two categories:<\/p>\n\n\n\n<p>1. Transportation of the eligible crops.<\/p>\n\n\n\n<p>2. This operation was also known as \u2018Case Green\u2019 or \u2018Plan Green\u2019.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Market Intelligence and Early Warning System<\/strong><\/h3>\n\n\n\n<p>The <strong>\u2018Market Intelligence and Early Warning System\u2019<\/strong> or MIEWS refers to the portal that has been created to provide an accessible platform, where the prices of <strong>Tomato, Onion &amp; Potato<\/strong> (TOP) can be monitored.
