Reserve Bank of India has issued revised guidelines related to Priority Sector Lending (PSL) to align it with emerging national priorities and bring a sharper focus on inclusive development, after having wide-ranging discussions with all stakeholders. who are stakeholders in above sentence?

Here "stakeholders" refers to all the people that would be affected by priority sector lending rules. So on one side it would be various types of lenders who are required to follow these guidelines (like scheduled commercial banks, small finance banks, RRBs, Local Area Banks, Urban Cooperative banks) and on the other side the borrowers that fall under priority sector. For borrowers, not individual borrowers can be contacted for comment so usually industry experts or representatives vies would be taken from that angle. and of course, RBI as the regulator is also a stakeholder.

Note - here stakeholder does not mean any one who has a shareholding but who may be an interested party on this topic.
